The Nord-Pas de Calais Regional council
The international cooperation was for the first time written on the plan contract State-Region in 1994. It has not stopped taking importance since this date.It concerns principally the following areas :
Since 1998, the SISA funds has allowed to support projects in other areas (for 2 000 000 F in 1999 with a maximal amount of 50 000 F per project).
Each year, the Regional Council organizes a competition for the young. This competition permits to fund development projects managed par schools, training centre... (around 7600 Euros per project).
LIANES and the CRDTM
The CRDTM (Regional Centre of Documentation on the Third World) is a documentation centre on the international solidarity, the humanitarian issues and the development. The CRDTM has a public library (6000 documents) ; it organizes conferences, debates. It is a network of more than 17 associations, member of the national network RITIMO.

LIANES is an association created by the associations, the institutions and the communities of the Nord-Pas de Calais following the "Regional Meeting of the Cooperation" which has taken place in November 1997. It aims at favouring the synergy and collaboration with these different organizations in order to make the solidarity acts more effective.

Partnership with Saint-Louis in Senegal and its region |
The partnership with Saint Louis in Senegal and its region was created in 1981, following the twinning between Lille and Saint-Louis . It is an independent association, without lucrative aim.
Its actions are in keeping with the general pattern of the decentralized cooperation initiated by the cities of Lille and Saint Louis, then widened to the Nord Department, to the Nord Pas de Calais Region and to the area of Saint Louis.

The horticultural training centre of Lomme |
Basé à Lomme, commune associée à Lille, ce centre est un établissement public d'enseignement horticole (productions florales et maraîchères, pépinières et travaux paysagers) dépendant du Ministère de l'Agriculture. La coopération internationale est une des missions de ces établissements.
Depuis 1996, ce centre entretient des relations d'échanges avec le Centre d'Initiation Horticole de Saint Louis du Sénégal :
aide à l'équipement du CIH en petit outillage et en livres de bibliothèque,
construction d'une clôture pour protéger le jardin du CIH,
accueil d'élèves et formateurs à Lomme et à Saint Louis.
Cet échange a bénéficié à deux reprises d'un prix de 50000 F du Concours Jeunes organisé par la région Nord-Pas-de-Calais.

The city of Dunkirk
The city of Dunkirk is leader in the wind energy sector in France with the wind turbine of Malo installed in 1991, then the wind farm of Dunkirk in 1996.
That is why Dunkirk has decided to lend its support to the diffusion of this energy in the southern countries. From 1993, it has given 50000 F for the wind pump’s installation in the village of Garack in Mauritania. Two other installations have been financed as part of the Alizés-Mauritania programme in 1994 and 1995.
Between 1993 and 1996, closer relations have been created between Garack and Dunkirk, especially with the social center of "Carré de la Vieille" and the "Maison de l'environnement" of Dunkirk : collection of medicines, sending of books and beds for the free health centre, travel for a group of youth with water connection between the wind pump and the free health centre, welcome of youth from Garack in Dunkirk.
In 1997, the city of Dunkirk has given an aid of 50 000 F (7600 Euros) for the electrification of Garack.

Taking into account the delay took by the Alizés electric programme in Mauritania, this sum is used for the installation of a wind pump in Senegal, in the village of Boussoura Lô. |
