The users financial commitment

The wind pump is first the village’s business, which is equipped after the payment of a contribution of 5% of the complete installation (2004-2008 period).

This first guarantee for the good maintenance of the pumping station is completed by a commitment to save up each year on a bank account or on a giro account for the equipments renewal.

The village takes in charge this maintenance at the beginning of the second year, the first year is covered by the manufacturer’s guarantee.

This financial commitment from the villagers is the result of negotiations between the Alizés representatives, the fund raisers ( particularly the European Union), the Energy and Hydraulics Directions, and the rural communities representatives for the concerned area.

The rural communities role

The rural and local communities, based in Senegal, regroup each several villages.

They are the first Alizés-Senegal interlocutor for these installations planning, the maintenance’s follow-up and the creation of a villager control board

The first information action was the organization at the end of 1997 of a travel for the representatives of these rural communities in Mauritania.

Reminded of their responsibilities, they will logically take in charge these infrastructures organization after the end of the project.

The maintenance’s organization

The training of the different intervening parties, the choice to collaborate with a local firm which has proved itself, are also guarantees for the installations development.

At each village’s level, the training concerns :

  • The control committee’s office
  • The commission in charge of the saving administration and valorization;

The contractual documents (maintenance contract, commitment record, inner regulations and control committee’s statutes) have been translated into Ouolof by the non-governmental organization ASAFODEB, based in Thiès and specialists in that field.
