Les énergies renouvelable sont locales, c'est-à-dire qu'elles ne sont pas utilisables partout, n'importe comment. Il faut évaluer le gisement énergétique, mais aussi les besoins locaux et examiner leur adéquation. Il faut aussi qu'elles soient acceptées par la population pour en assurer la pérennité.
La mise en oeuvre des énergies renouvelables exige donc des efforts importants : analyse technique, étude socio-économique, animation et information locale... Il n'existe pas de solution toute faite, mais des méthodologies de mise en oeuvre de projets viables techniquement, socialement et économiquement...
Ce que montrent les programmes ALIZES (Mauritanie et Sénégal), c'est qu'elles peuvent grandement contribuer à l'amélioration des conditions de vie, notamment à travers l'amélioration de l'approvisionnement en eau. Comme toutes les sources d'énergie, elles ne sont pas une fin en soi mais seulement un moyen. Sans oublier que les énergies renouvelables, par définition inépuisables, sont respectueuses de l'environnement !

l'énergie éolienne en Afrique :
"Although much of Africa lies within the equatorial belt which has a lower wind resource compared to countries trade winds prevalent in the latitudes of Europe and North America. However, there is considerable potential for large scale development in the north and south of the continent and still the possibility of small scale projects in the central region. In 2002 there was 148 MW of installed capacity for wind power generation on the African continent, a mere 0.5% of the global total. A study published by the European Wind Energy Association on global markets for wind energy expects the growth of wind power to reach 150 MW per annum by 2007, with the installed capacity between 620 and 1000 MW, depending on market conditions. Factors that boost the prospects of the wind market in Africa include a high future demand for electricity generating capacity in the region, and the enthusiasm of international donors to invest in clean energy schemes. However, the political priorities of governments, their policies on energy, electricity and climate change, as well as their ability to act on such policies remain a huge issue for wind energy projects in all African countries." ITDGPractical Action Latin America's programme of Energy, Infrastructure and Basic Services (ENISER) has a long and successful history in micro hydro projects, but in recent years has diversified into biomass, solar energy, wind energy and energy efficiency projects.
The programme also covers water and sanitation and has expertise in small systems of potable water supply for rural areas.
The programme is involved at a regional level in south-south technology transfer, training, and information dissemination, collaborates with other ITDGPractical Action offices, members of HIDRORED and other networks in Europe and North America promoting renewable energy and rural electricity.

Se constituye en un espacio para promover el desarrollo de las capacidades en técnicos, profesionales, especialistas y usuarios de los sistemas energéticos aislados existentes a nivel local, nacional e internacional. Es conocido que actualmente muchos pueblos, especialmente del área rural, no tienen acceso a la energía. Debido al gran aislamiento en que se encuentran miles de centros poblados, la alternativa más común de electrificación rural mediante interconexión a la red se va haciendo cada vez más complicada y costosa.
